im lifting about 90% of my 1RM for 5x5´s, using strict form. however, i was wondering exactly how low should i go with the bar? normally i dont quite touch my sternum, i stop at maybe 1 to 2 inches above. is this still acceptable or should i really be focusing on bringing it completely to the chest for perfect form? regards, L.

bench press q admittedly, i dont go all the way to my chest mostly because i have trouble getting started back up. especially when im tired and i want to do another rep but i dont have the power to go all the way to the bottom... i guess im in the wrong?

bench press q Yes it is. It just wouldn't count in a PLing competition or in an argument on here as to what the true max is. But if the reasoning is what the OP stated, where it cuts ROM to get more weight/reps, then that is just cheating. Although it'd still be a bench press.
bench press q Actually even that wouldn't count in a powerlifting competition. Those are paused. Competitions have nothing to do with it though. If it doesn't touch your chest it is a PARTIAL bench press
