You can do this: Bulk up first (ex.: from 147 lbs to 160 lbs lean muscles and some xtra fat) and then lost fat by swimming, running, cardio, diet..( from 160 lbs down to 149lbs something). I'm just taking a guess from your profile pic that your % body fat is around 15% => you can lose a lot of fat
